Ward Administrator Qualifications, Roles & Salary

Section 51 of the County Governments Act establishes the office of a ward administrator in each ward. Ward administrators are responsible for coordinating, supervising, and managing the general administrative functions in the ward unit.

Ward administrators are answerable to the sub-county administrator. Their jobs are permanent and pensionable and are remunerated as per the rates that the Salaries and Remuneration Commission prescribes.

Qualifications For A Ward Administrator

  • Be a Kenyan citizen.
  • Have a minimum of C+ in KCSE or its equivalent.
  • Should have experience or served in a public or private organization in administration or management before. Years of experience depending on the respective county governments.
  • Have a minimum Diploma in any field from a recognized institution in Kenya. The educational requirements may vary depending on county governments.
  • Have a clearance certificate from the Directorate of Criminal Investigations, Kenya Revenue Authority (KRA), Higher Education Loans Board (HELB), and any other relevant authorities.

Roles Of A Ward Administrator

  • Provision of service delivery.
  • Development of policies and plans.
  • Provision and maintenance of infrastructure and facilities of public services.
  • Run an efficient and effective citizen service delivery center.
  • Conduct developmental activities to empower the community.
  • Enhance administrative capacity for effective governance at the local or ward level.
  • Exercise functions and powers delegated by the public services board under Section 86 of the County Governments Act.
  • Coordinate and facilitate citizen participation in the development of policies, plans, and delivery of services.
  • Account for movable and immovable assets of the county government.
  • Manage all cross-cutting issues in the ward. This includes issues such as HIV and AIDS, integrity programs, gender mainstreaming, and many more.
  • Implement an effective performance management system.
  • Perform any other functions as may be delegated by the sub-county administrator or the county public service board under Section 86 of the County Governments Act.

Ward Administrator Salary in Kenya

A ward administrator in Kenya is paid between Ksh 82,000 and Ksh 98,000 per month inclusive of allowances.

Basic Salary Scale: Ksh. 56,370 – 87,360 (CPSB 06)
House Allowance: Ksh.22, 000 pm
Commuter Allowance: KShs. 8, 000 p.m.
