The government of Kenya recently launched the New Higher Education Funding(NHEF) model for Government Loans and scholarships for students placed by Kenya Universities and Colleges Central Placement Service (KUCCPS).
The new model takes effect with the new cohort of the 2022 Kenya Certificate of Secondary Education (KCSE) candidates into universities and colleges for the 2023-24 financial year.
The new funding was meant to address myriad challenges facing universities and ensure that eligible Kenyan students are provided with adequate education and financial support.
Students are now required to apply for scholarships instead of uniform awards even for affluent households. The new funding model has implemented fee payment as the actual cost of the program hence saving the universities from financial constraints.
Students who want to apply for Higher Education Funding are required to make their applications through the helb website or University Fund website or KUCCPS website or the Higher Education Fund.

The requirements for application for the University Scholarships and Loans are as follows.
- A valid email address
- Valid telephone number (must be registered in your name to apply for a loan)
- KCPE and KCSE index numbers and year of examination
- Passport size photo
- Copy of your National ID (for loan application)
- College/University admission letter
- Your parents’ registered telephone number
- Your parents’ national ID number
- Death certificate if any of your parents are deceased.
- Your birth certificate.
- Two guarantors’ (Can be your parents) ID numbers and registered telephone numbers (for loan application)
- Copy of the sponsorship letter if you were sponsored in Secondary school.
