Dr. Patrick Mariru, PhD, CBS, currently serves as the Principal Secretary (PS) of Kenya’s Ministry of Defence, appointed on December 2, 2022, by President William Ruto.
In this role, Dr. Patrick Mariru functions as the Ministry’s Chief Accounting Officer, overseeing budget allocations and acting as secretary to the Defence Council.
With over 15 years of experience in public policy and community engagement, he is a dedicated professional committed to national security and development.
Dr. Mariru’s journey in public service includes notable political and legislative roles. He served as a Member of Parliament for Laikipia West Constituency and as an Alternate Speaker of Kenya’s National Assembly from 2017 to 2022.
As a legislator, he focused on issues of national importance, such as infrastructure and security. Before his parliamentary role, he was the first Speaker of the Laikipia County Assembly, where he established a solid legislative framework and enacted critical laws and policies.
Dr. Patrick Mariru also has extensive experience in international governance, serving as a Governance Advisor for ActionAid International from 2011 to 2013.
In this role, he supported governance initiatives across 26 countries, contributing significantly to ActionAid’s strategic plan.
Additionally, he served as a legal advisor to the National Council of Churches of Kenya (NCCK) between 2005 and 2011, playing a critical role in the 2007-2008 post-election reconciliation efforts and the national constitution review process leading to the 2010 Constitution.
Educationally, Dr. Patrick Mariru holds a Doctorate in Leadership and Governance from Jomo Kenyatta University of Agriculture and Technology (JKUAT), a Master’s in Public Policy and Management from the University of London, and a Master’s in Divinity from Africa International University. He is pursuing another Master’s in Sustainable Development at the University of Sussex.
His credentials are further strengthened by certifications from prestigious institutions, including the National Defence College of Kenya, the Intelligent Business Center in Morocco, and Public Administration International in Turkey. These accolades reflect his dedication to leadership and security in Kenya.
